Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the current period. By day, negotiation efforts are fought: positive announcements are delivered from multiple capitals. Considerable effort is devoted on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track missile launches from across the border, a ability provided through current data. From observation points, defense planes that had been dispatched to intercept incoming guided weapons flew past – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems activated: several firings deployed against a incoming threat. This was a sophisticated defense system at work, presumably supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: perhaps the approaching threat won't cause damage this time, preventing destruction from ruin and further power outages.
Persistent Threats
Not long after, a large-caliber weapon engaged a aerial vehicle close by, part of a defensive team – almost certainly Western-made equipment. Regrettably, the bullets missed the opposing UAV – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a reliance that European nations are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This cycle will, certainly, persist.
Political Considerations
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a principle understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unrealistic to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through words or deeds, from thinking that the current condition will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but averting a total frontline collapse until conditions improve in its advantage.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require ongoing international assistance.
